The sudden surge has prompted urgent joint press conferences from community leaders, legal advocates, and elected officials denouncing the operations.

This influx of federal activity comes roughly ten months after the Trump administration’s highly publicised ‘Operation Midway Blitz’. However, attorneys and community organisers report that the current wave of enforcement relies on less visible, highly targeted tactics.

Targeted Neighbourhoods and Shifting Tactics

While previous federal operations featured highly visible caravans of agents in military fatigues and localised helicopter monitoring, the current enforcement wave is intentionally quiet. The primary targets over the last two weeks have concentrated heavily within Chicago’s Southwest Side.

Legal defence groups have highlighted several critical tactical shifts utilised by ICE agents. Masked agents operating in unmarked vehicles have carried out targeted apprehensions to avoid drawing crowds. Agents have increasingly positioned themselves at Cook County courthouses, detaining non-citizens who arrive to resolve minor traffic violations or attend routine legal hearings. Families and individuals reporting for scheduled mandatory check-ins at regional ICE facilities have been immediately detained without prior warning. Organisers in areas like Dunning and Albany Park have documented incidents where federal agents used vehicles to block or box in targets, leading to physical altercations on public roads.

Divergent Perspectives

The escalation has drawn fierce condemnation from local leadership. During a press conference Marcela Rodriguez, executive director of Enlace Chicago, emphasised that these numbers underrepresent the true scope of operations due to their covert nature.

Advocates stress that the vast majority of recent detainees in Chicago have no criminal records or prior convictions. “These numbers represent parents, children, workers, and small business owners who deserve dignity and due process,” Rodriguez stated. Berto Aguayo, an attorney and co-policy chair of the Latino Leadership Council, added that agents are sweeping up community members indiscriminately rather than focusing strictly on public safety threats.

In response to direct inquiries regarding the local surge, the DHS strongly defended the ongoing operations. by saying that “ICE agents uphold our nation’s immigration laws in all 50 states, seven days a week, 24 hours a day.” The federal agency countered local claims by asserting that recent actions have successfully removed some of the ‘worst of the worst’ convicted violent offenders from Chicago streets.

National Context

The heightened enforcement in Illinois is part of a broader, aggressive and nationwide anti-immigration campaign. According to some reports nationwide ICE arrests topped 10,000 individuals during a single five-day period at the end of June alone! These numbers are stated to continue to scale upward in July.

Tensions surrounding the nationwide surge reached a boiling point following an unfortunate enforcement incident in Texas. An ICE officer shot and killed 52-year-old Lorenzo Salgado Araujo during a targeted traffic stop in Houston. While DHS maintains that Araujo attempted to evade agents, his family, who noted he was actively working toward legal status, has demanded an independent investigation. Such incidents have significantly amplified anxiety among immigrant communities in major metropolitan hubs, including Chicago.

Local Resistance

Because Chicago operates under strict Welcoming City ordinances, local agencies and Police personnel are legally prohibited from sharing information, holding individuals on federal immigration detainers, or cooperating with ICE operations.

Following reports of the surge, Chicago Mayor has released an official directive encouraging residents to safely document federal agents and report any suspected unlawful activity or misconduct directly to city channels.
